We have many users who use Opal successfully on Windows
XP. The only condition we know of is that you have to be logged
on with administrative privileges when you install Opal and run it for the
first time. After that, any user can run Opal.
Following is a list of the most commonly reported
problems with Windows XP:
1) Problems downloading and installing the Opal Player.
After you downloaded the "player.exe" file and double-clicked on
it to install, did you receive any error messages? Did you reply to all the
questions as described in the Install instructions (http://opal.pascocountyfl.net/opal/download.htm).
You must reply "Yes" to the question about adding the Opal
plug-in to your currently installed Internet Browser.
2) If Internet Explorer security is set to level Medium or
higher, you may receive the following message when installing Opal:
"Internet Explorer - Security Warning. The publisher could not
be verified. Are you sure you want to run this software? Name:
player.exe Publisher: Unknown Publisher." Select the
"Run" button to proceed with the installation of Opal.
3) The first time you use Opal after it is installed, you
will be prompted to install the Active-X control. This prompt appears
at the top of your Internet Explorer Browser window. You must click
this message and allow the Active-X control to be installed for Opal to
work properly.
4) If you do not use a proxy server, Click, Start,
Programs, Opal Player 2.12, Opal Player, then click the Proxy button.
Uncheck the box "Override Proxy Settings", then click OK and
click the Cancel box, then try going to the Opal One Stop Permitting site
again.
5) If you are using Internet Explorer, please click on
Help, then About Internet Explorer to see what version of IE you are
running. The version should be several numbers like 5.50.4807.2300. If
the version is blank or empty, your version of Internet Explorer has become
corrupted and will need to be reinstalled. You can bypass the
Internet Explorer version check by going to the following URL: http://opal.pascocountyfl.net/permit/OneStopPermitting.html
6) Known problems with Internet Accelerators and Caching
products. If you use an internet accelerator, you must set it up to
bypass caching data for the Opal application or you may experience program
hangs or other unexpected results when using Opal.
7) Under Windows XP Service Pack 2, Internet Explorer may
be configured to prevent ActiveX controls from being installed. You
can try bypassing the ActiveX control by doing the following:
Click Start, Programs, Opal Player 2.12, Opal Player
The Opal Player, Open Page dialog box will appear.
In the file name field, please type http://opal.pascocountyfl.net/permit/OneStopPermitting.prp
then click Open and see if the One Stop Permitting application
loads.
If this works, you can create a shortcut to the Opal
Player program on your Desktop, then modify the shortcut's properties,
appending the address http://opal.pascocountyfl.net/permit/OneStopPermitting.prp
after OpalPlay.exe (use a space to separate OpalPlay.exe
and the address). This will make it easier to load Opal when needed.
If none of the above seem to be the problem, please send

more information about exactly what type of problem you are having. For
example, "When I click on _____, _____ happens". Please also let
us know whether you have ever used Opal successfully before or if this is
the first time you have tried. If you have used Opal successfully in
the past, has anything changed on your PC or Internet connection? Are
you able to use Opal successfully on any other computer? Other
helpful information would be the Windows version, version of your Internet
browser software, firewall or proxy software (if any), and the type and
speed of your Internet access (ie: dial-up 56K, Road Runner, etc.)
